Town of Vail issues RFP for West Middle Creek Village Apartment Development

The Town of Vail has issued a Request for Proposals (RFP) for professional services for the development of deed-restricted homes for year-round and seasonal Vail residents. The town is seeking an experienced team to complete the design, entitlement process, financing, construction and management of a new multi-family residential neighborhood on the West Middle Creek parcel, located at 199 N. Frontage Rd. between the Middle Creek Apartments and the Solar Vail Apartments.   

The town-owned parcel has been identified as a potential location to build homes for local residents. Increasing the supply of locally-occupied homes in Vail remains the top priority of the Vail Town Council, who in 2017 adopted a goal of acquiring 1,000 new deed restrictions by the year 2027. 

In 2018, the Vail Town Council funded a site feasibility study to determine the suitability of the West Middle Creek parcel for residential development. Given its ideal location in town with walkability to the two primary employment centers of Vail Village and Lionshead Village, the council instructed town staff to take the steps necessary to subdivide and zone property for residential development. In February 2023, the Vail Town Council approved an ordinance zoning the parcel to the Housing (H) District. Due diligence has been underway since to prepare for future development. 

“The scarcity of available land in an appropriate location to develop for housing solutions has been a decades-long challenge in adequately addressing the town’s critical housing needs” said George Ruther, housing director for the Town of Vail. “The West Middle Creek parcel has the potential to support a meaningful number of new homes in our community within an infill development location,” he said.  

As an outcome of the RFP process, the town is seeking a private-sector development partner with resort community experience to design and construct the new residential development on the site. The RFP can be viewed at www.vailgov.com/business/bids-rfps. Teams intending to respond are required to register with Town of Vail Housing Department by emailing WestMiddleCreekRFP@vailgov.com to ensure they receive all materials and updates. Responses are due by 5 p.m. Aug. 7.
